The best way to find twitter peeps is to add the ones who resonate with you and they will most likely follow you back.

A more time consuming option is to look on twellow.com, which is a Twitter directory. Create a profile in there and then you can do a very granular search by geographic region, interests, industries and other parameters.

I am fairly new to twitter and have been wandering how to attract the quality followers that are interested in what I have to offer, not those just interested in selling me something I am not interested in.
This sounds like it maybe the solution.
